Update the local CIS longitudinal dataset

Checks the remote manifest and downloads the Parquet file when a newer version is available or sha256, updated_at, last_date, or last_code changes, even if the version stays the same. Missing or empty remote fields are ignored.

Value

The local Parquet path, invisibly.
