cislongitudinal 0.1.1

• cis_update() now detects changes to sha256, updated_at, last_date, and last_code in the remote manifest, even when the dataset version stays the same. Newer dataset versions continue to trigger updates.
• Missing or empty remote update fields are ignored, and unchanged manifests do not trigger another download.
